They relied heavily on SAMs for this reason. The Soviets had some very good planes, but not nearly enough of them. For example, Soviet trucks and scouting vehicles were generally garbage, even by the low standards of Jeeps and Humvees. However, front-line tanks and attack helicopters aside, the quality was generally lower, and often much lower. The Soviet army was always significantly larger and more concentrated than that of the US, particularly in terms of tanks and tube artillery. In part, this was because the US had much larger and more population centers and much less damage from WWII to recover from, but mostly it was just more efficiency, much higher productivity, and far more overseas trade.
The US economy was always a minimum of 3-4 times that of the USSR (and the US economy is ten times that of Russia today). In objective terms, each system had relative strengths and weaknesses.
